Community Activation of Spaces in Transition
Submission Deadline: August, 23, 2024
The Downtown Lindsay BIA, in partnership with the City of Kawartha Lakes, seeks artists to create a public art installation on the wall adjacent to the Kent Street Parkette (125 Kent Street West) in Downtown Lindsay’s Heritage Conservation District. The parkette, vacant since a 1991 fire, previously featured a temporary mural for the 1998 movie ‘A Cool, Dry Place.’ The call is for a mixed media 2nd-floor installation with light features and a ground-floor wall treatment, celebrating the historic market town of Lindsay.
Project Requirements
- The successful artist or artist team will be expected to design, fabricate, and install a permanent work of art on the wall adjacent to the parkette, that encapsulates the theme and responds to the physical and historical characteristics of the space set out in this Call for Artists
- The artwork can be a singular piece or multiple pieces
- The artwork must be resilient, weather resistant, durable, low maintenance, and vandalism resistant. A list of materials and maintenance instructions are to be provided by the artist(s) to the BIA upon completion of the project
- The selected artist(s) will work directly the BIA and the City of Kawartha Lakes in the development of the final design concept
- The artwork will be created off-site and then installed in its downtown location upon completion, unless otherwise agreed upon by all parties. The dimensions provided on any concept drawings must be field verified to confirm actual measurements of the available space prior to installation
- The selected artist(s) will be responsible for engaging professional services as required to engineer, construct, transport and install the artwork safely
- The structure(s) that attaches to the wall must not exceed 115kg. If parsed in multiple units, each ‘unit’ that attaches to the wall must be under that weight. Installation is temporary in space, but permanent in the municipal collection.
Eligibility
The Call is open to emerging artists, equity-seeking individuals, indigenous artists, and those with a rural perspective. It seeks a mixed media 2nd-floor installation with light features, celebrating the historic market town of Lindsay, including a treatment for the ground floor wall.

Compensation
The total project budget is $100,000 CAD, covering all artwork-related costs, including fees, fabrication, shipping, installation, and other expenses. Shortlisted artists or teams will receive $1,500 CAD to create a detailed maquette in Stage 2. A Public Art Mentor will support emerging artists in this call.
Artists must bear all costs associated with their submissions until a contract is signed with a successful applicant. The Lindsay Downtown BIA and the City of Kawartha Lakes are not responsible for any costs, expenses, losses, or damages incurred by applicants due to this Call for Artists or the acceptance or rejection of their submissions. All compensation depends on secured funding.
Selection Process
Submissions will be reviewed by a selection panel. Selected artists will submit their concepts and collaborate with the LDBIA on design, fabrication, and installation. Please see below for additional design and fabrication requirements.
Submission(s) assessment is based on:
- submitter’s connection to the project and region
- artistic quality
- file formatting adherence
- concept compatibility
- conceptual merit and relatability
- comprehension of Continuity of Change for rural Main Street
- engineering requirement
- installation requirement
- maintenance requirement
- viability and feasibility
- budget apportionment
The selection panel will be comprised of cross-section of the community, with representatives of the Downtown BIA, Municipal Heritage Committee, and Kawartha Lakes Art Council; the municipal Economic Development’s Arts & Culture staff, and the property owner.

Submission Requirements
Stage One: Proposals
- 2-3 images/sketches of the proposed work
- 3-5 images of previous completed work that best reflects your proposal, accompanied by a list detailing title, date, medium and location if applicable. *If an emerging artist – examples should demonstrate the evolution of practice from Artist to Public Artist
- Brief artist statement outlining interest in the project, showing relevant experience, ability, and general artistic approach. *If an emerging artist, provide information/intention to increase participation in public art mediums.
- CV or resume including current contact information and outlining previous artistic experience
- Proposed Artist Fee, not to exceed the maximum Artist Fee listed for the site. Interpretive signage will be provided by the BIA and should not be included in the Artist Fee
- Send all submission materials via Dropbox. Subject line: YOUR NAME _Public Art Proposal.
- Stage One proposals will be accepted until Friday, August 23rd at 11:59pm
- Up to three (3) short-listed artists will be invited to proceed to the next stage.

Stage Two: Conceptual Design
Short-listed artists will be invited to submit a conceptual design proposal through a maquette, with a detailed Terms of Reference project document provided to aid in preparation. Each short-listed artist will receive a $1500 fee for their submission.
