Public Art Opportunity
The City of Spruce Grove invites Indigenous artists and Indigenous artist-led teams living in Treaty 6 First Nation(s) or with the Métis Settlements & Métis Nation Regions within Treaty 6 territory to submit an expression of interest to create a permanent exterior painted mural at Jubilee Park.
This is an invitation for artists to create meaningful public art for reflection and conversation in public spaces. The City welcomes concept proposals that bring further awareness and understanding of the relationships between First Peoples and citizens of Canada. This initiative is meant to reflect the fortitude and beauty of Indigenous Peoples and their cultures. The City invites concept proposals that honour First Nations’, Inuit and Métis individuals or communities, languages, ways of knowing, and/or conveys the Indigenous Canadian experience.
The selected artist or artist team will paint a mural on 12 aluminum composite panels (ACP), creating a 384-sf mural (H: 8′ x W: 48′). The City will provide and deliver the panels to an off-site location designated by the Artist. The artist will paint the mural off-site and deliver the painted panels to the City. The Artist will be present during the installation for retouching and applying anti-graffiti coating (provided by the City). The City will install the mural.
Eligibility
This Call to Artists is open to any Indigenous professional artist and Indigenous artist-led team living in Treaty 6 First Nation(s) or with the Métis Settlements & Métis Nation Regions within Treaty 6 territory. If the lead Artist does not have ancestral or familial connections to Treaty 6 First Nation(s), or with the Métis Settlements, or Métis Nation Regions sharing Treaty 6 territory, but self-identifies as Métis, or feels that there is a strong connection to these lands and Nations, please describe this connection in the letter of interest.

Compensation
The budget for this project is $10,000 inclusive of GST and any other applicable tax, and includes (but not limited to) materials, supplies, fabrication, insurance, WCB, overhead, shipping and delivery, travel expenses.
Submission Guidelines
Submit your application in a single PDF including the following:
- Artist Information: Name, preferred name and pronouns (optional), address, phone, email, website, social media handles. If submitting as an artist team, complete the information for each member, indicating Lead Artist.
- Artist Bio & CV: one for each member, if applicable.
- Letter of interest (max. 2 pages): Describe artistic experience, how this project relates to your practice, and connection with Treaty 6 First Nation(s) or with the Métis Settlements & Métis Nation Regions within Treaty 6 territory. While artwork proposals are not needed at this stage, we encourage artists to describe their artistic approach and preliminary concepts for this project.
- Portfolio (supporting material): Up to 10 images of work and links to audio or digital video and a list of artworks submitted.
- References: Name, role, organization, email, and phone number for two professional references.

Applications must be submitted no later than September 15, 2024, 11:59 pm MDT.
When applying as an Artist team, submit a single application.
Selection Process
The selection committee will include representation from artists/art professionals, Indigenous organizations, community stakeholders, and the City of Spruce Grove. The committee will review all eligible applications and recommend a shortlist of artists and may invite shortlisted artists to an in-person or online interview. The Committee will recommend up to one artist or artist team to be awarded the project.
The City will provide the selected artist a $750 fee to produce a final proposal including art concept, artwork design and budget.
Estimated Timeline
- September 15, 2024: Deadline for submissions
- September 16-27, 2024: Assessment Committee and Interviews (optional)
- October 21, 2024: Artwork proposal from Artist
- October 28, 2024: Artist contract signed
- On or before December 20, 2024: Artwork completed and delivered to the City of Spruce Grove
- April-May 2025: Artwork installation
