Request for Quotes: Seasonal Illustrations for the Green Network Project, City of Saskatoon

You’re invited to submit a non-binding proposal for the creation of 5 seasonal illustrations, emblematic of various neighbourhoods and features. This project should have a distinct look and feel with images being immediately recognizable as favourite City of Saskatoon green network spaces and well-known landmarks, telling stories that reflect the social and recreational benefits of parks, trails, and other green spaces. The goal of the illustrations is to evoke emotional and memory-making connections to green spaces in Saskatoon, with places that are recognizable as part of Saskatoon’s green network and should incorporate aspects of Saskatoon’s cultural diversity and equity deserving groups * where/as appropriate. The illustrations should include people, plants, animals, and “action” in outdoor spaces, demonstrating the recreational, social, and emotional connection to Green Network spaces.

Project Requirements
The deliverables should be complimentary and work both in a set and as standalone creative communications pieces. The ideal final product will have a shelf-life of 3-5 years at a minimum and allow room for additional pieces to be created on an as-needed basis that match the original set. The creative elements will be used in both creative and public education campaigns. City of Saskatoon residents are the primary audience.

Compensation
The City of Saskatoon has available funding of up to $23,000 to support the deliverables described in this RFQ. Any quotes that exceed this amount will not be considered.

Selection Process
Proposals will be evaluated and scored on the basis of the criteria set out below. Subject to the Terms of Reference, the top-ranked respondent will be the respondent that achieves the highest total score. In the event of a tie, the selected respondent will be scored based on a relative pricing formula. Each respondent will receive a percentage of the total possible points allocated to price relative to the lowest bid price, based on the following formula:

lowest price ÷ respondent’s price × weighting = respondent’s score

In stage one, proponents will be ranked by the city based on a 100-point scoring system based on the following criteria:

Proposal Pricing (Score: 40)

  • Production fee (including time, materials, revisions)
  • Administrative fees (e.g., studio space or equipment rental, software, etc.)
  • Transportation
  • Other

Qualifications and Experience (Score: 30)

  • CV
  • Examples of past work / portfolio

Proposed Approach (Score: 20)

  • Brief (approx. 1 page) description of the proposed approach to be taken to meet the deliverables and how the work will clearly represent Saskatoon and its green network

Diversity and Inclusion (Score: 10)

  • Up to three examples of practices that you or your business have taken to advance equity, address discrimination, and/or support equity deserving groups*

Equity-deserving groups may include, but are not limited to:

  • Persons with disabilities
  • Indigenous peoples
  • Racialized groups
  • LGBTQI2S+ communities
  • Immigrants, refugees, newcomers, and those with English as an Additional Language (EAL)
  • Low-income persons/households
  • Youth
  • Seniors
  • Persons living with mental illness
  • Victims of violence
  • Persons with low literacy

If stage two proceeds, a separate evaluation criterion will be provided to the finalists.

Submission Requirements
If there are several submissions that are evaluated highly, proposals will be assessed in two stages. Stage one will review all submissions and select the top finalists (to a maximum of three). Stage two will require finalists to submit additional materials for further evaluation and the contract will then be offered to the finalist with the highest evaluation. The finalists will be awarded a stipend of up to $1,000 each to aid in the completion of their Stage two submission.

The submission deadline for stage one of this RFQ is 4:00 p.m. (CST), November 14, 2023.
The submission deadline for stage two of this RFQ is 8:00 a.m. (CST), December 18, 2023.
