Timberlea Community Park – Storage Sheds Project

The Regional Municipality of Wood Buffalo seeks to review proposals of Artist or Artist teams specializing in outdoor murals.

DESIGN INTENT
The Regional Municipality of Wood Buffalo (RMWB) intends to commission an Artist/Artist team to design and install murals on four storage sheds at Timberlea Community Park. The murals will cover the entire exterior of each shed.


ARTWORK DESIGN PARAMETERS
The artwork must adhere to the following design parameters:

  • Ensure artwork installation process does not pose a risk of injury to the public;
  • Artwork must be finished with a graffiti resistant coating (provided by the Artist/Artist team);
  • Artwork must appeal to a wide, culturally diverse audience and be suitable for all ages;
  • Artwork is located in the public realm, therefore subject matter must be considered;


BUDGET INFORMATION
The budget for this project is $30,000.00 CAD, all inclusive. The budget includes all costs associated with the project.


MENTORSHIP PROJECT
As part of an ongoing effort to promote and cultivate local art and artists, the Artist/Artist team commissioned to install the Timberlea Community Park murals will be expected to host two community workshops during the installation process. The parameters of the workshops include the following, but are not limited to:

  • Artist/Artist team will provide a hands-on, on-site workshop specifically for local teens
  • Artist/Artist team, in partnership with RMWB, will host an on-site hands-on workshop for the general public.
  • The cost to facilitate the workshops (plus any promotion) will be covered by the RMWB.


ELIGIBILITY
This project is open to all Artists/Artist teams, age 18 and over, residing in the region or within Canada.


PROJECT SCHEDULE
THURSDAY, APRIL 27, 2PM: DEADLINE FOR SUBMISSIONS
WEDNESDAY, MAY 3: ARTIST SELECTION PANEL MEETING
THURSDAY, MAY 4: ANNOUNCE SELECTED ARTIST AND DESIGN
LATE JUNE/EARLY JULY 2017: INSTALLATION

*The Regional Municipality of Wood Buffalo reserves the right to change the project timeline.

IMPORTANT NOTE:
The procurement process is not intended to create and shall not create a formal legally binding bidding process and shall instead be governed by the law applicable to direct commercial negotiations. For greater certainty and without limitation: (a) this RFP shall not give rise to any Contract A-based tendering law duties or any other legal obligations arising out of any process contract or collateral contract; and (b) neither the proponent nor the Municipality shall have the right to make any claims (in contract, tort, or otherwise) against the other with respect to the award of a contract, failure to award a contract or failure to honour a response to this RFP.


Timberlea Community Park
Construction of the Timberlea Community Park was completed and unveiled to the public in the summer of 2012. The 20-acre community park boasts several amenities, including an 8 lane, 400 m running track, a FIFA standard soccer/rugby field, a CFL sized football field, an outdoor green gym and walking trails.

Timberlea Community Park is a very popular outdoor space during the fall/summer/spring months, with all features being utilized to full capactity by sports leagues, families, and individuals. During the winter months, the park is used as a toboggan hill.


SELECTION PANEL CRITERIA
Each proposal will be evaluated based on the following criteria:

  • Artistic Quality & Originality – 25 points
  • Suitability for Location – 10 points
  • Fulfillment of Criteria Expressed in the Call to Artists – 20 points
  • Technical & Budgetary Feasibility – 15 points
  • Regional Municipality of Wood Buffalo Artist * – 5 points
  • Qualifications & Professional Experience of the Artist – 10 points
  • Public Safety & Community Suitability – 15 points

*As per our Social Procurement Policy, applicants residing within the Regional Municipality of Wood Buffalo will be awarded 5 points. The Social Procurement Policy can be found on the Regional Municipality of Wood Buffalo website (www.rmwb.ca).

TIMBERLEA COMMUNITY PARK STORAGE BUILDINGS
The sheds are made of corrugated metal siding. Parts of the shed have been painted in the past (to cover graffiti tags).
The measurements of the sheds are roughly:
#1 - 14ft x 5ft x 21 ft
#2 – 24 ft x 5 ft x 28 ft
#3 & 4 – 24 ft x 5ft x 28 ft

The murals should cover the entire shed (all sides, plus the top). Artists will also be responsible for applying an anti-graffiti coating on the finished mural, so that any graffiti tags can be easily removed in the future.


COMPETITION ENTRY REQUIREMENTS
All submissions packages must be submitted as a single PDF file.

  1. LETTER OF INTEREST: No more than one page explaining Artist/Artist team’s interest in the project;
  2. CURRICULUM VITAE: Detailing professional experience as an Artist/Artist team and other relevant information, including mentoring experience;
  3. PROPOSED DESIGN: Preliminary images must be numbered, the top of the image indicated and the Artist’s name included on the image. Please provide a coloured rendering, suitable for printing on 8 1/2 “x 11” paper;
  4. DETAILED BUDGET: Detailed budget for the proposed artwork not to exceed the maximum budget listed in the Call to Artists. Budget must include (but is not limited to): transportation fees, accommodations, artist’s fee, studio fees, materials, shipping to/from Fort McMurray, installation costs, travel expenses, meals, and all applicable taxes;
  5. ANNOTATED IMAGE LIST: The image list must include the Artist’s/Artist team’s name and a brief description of each image stating its title, date, medium, size, location, and if a commissioned project, the commissioned budget;
  6. REFERENCES: A list of at least three professional references that have an in-depth knowledge of the artist’s/artist team’s work and working methods. The list must include complete addresses, email addresses, and telephone numbers;
  7. OPTIONAL SUPPORTING MATERIALS: Artist may include up to three selections of support materials such as reviews, news articles, and other related information.
